There's a great play-on-words with bordel, which is a word with multiple meanings :
1 - it means "brothel" — therefore the tagline would mean "the brothel defies the order".
2 - it also means "mess" — thus the tagline could also mean "the mess defies the order" (works as well).
3 - it doesn't apply here given the sentence, but that word is also a 'light' subtitute for "fuck!" (= "putain !", which btw is a curse word but also a noun that means… "whore" *. We go full circle, it's all connected!).
* Nowadays, when refering to a lady of the night, most people don't say "putain", they would simply say "pute" (or "fille de joie" to keep it classy).
