Rebekah was never considered a regular as far as I know. It has to do with contracts, not how often they appear. Well okay, the contracts dictate how often they appear, but just because someone appears regularly doesn't make them officially 'regular' as far as credits are concerned.
That much is likely a gray area. The actors are considered regular, obviously, but those aren't the characters they regularly portray. It also doesn't change the fact that Rebekah wasn't considered a regular character as far as Claire Holt's contract was concerned.
Yes, she should have been considered a regular, considering how often she appeared (most non-regular appearances over two seasons out of everyone, and more appearances than some listed regulars), but that's the way contracts work.
As far as I can tell, and I could be wrong, but it seems like the way it works is as follows. If you have a contract as a regular, your contract likely says that you will appear in 'x number of episodes', and must make yourself available for that filming.' In return, you have a steady job and your per-episode pay is higher. Recurring, on the other hand, is more... per episode work. Think of it, in this case, as the difference between being a full time employee and being hired per job. They secure your services for specific dates/episodes, but other than that you're free to do other things.
Again, I might be off on some specifics, but that's about what I've been able to work out in years of watching television and paying attention to what people say, as well as looking online.
I voted for Elijah and Kai. Elijah didn't have anywhere near enough screen time on TVD, but that couldn't be helped because Daniel Gillies had other commitments. It's weird, though, how he made time to be a regular on TO. Oh well.
I didn't feel like voting for Kol. I'm tired of hearing about him. He's a bad guy, he was a danger to Jeremy (the only family Elena had left when Klaus was done), and Klaus didn't get off his rear end and decide to do anything about Kol until after he told Elena he had no intention of helping beyond a silly phone call, so yeah, Kol got killed. It was an unfortunate misunderstanding among fictional characters, and people need to get over it and move on.
I'm surprised Amara was on the poll. She wasn't in more than two episodes, I think. I did want to see more of her, but maybe, like with Tatia, there wasn't much story to tell beyond what we already know. I'm willing to accept that.
Rebekah, best original they introduced, not over her leaving, Kai, he is my third favourite villain on TVD, and finally Anna, loved her with Jeremy, and as a character, sad she died
It's so hard to pick. Meredith won my heart for one thing only, if not for others:
Season 3: Alaric: "What am I doing here?" Damon: "The world can't stop just because you're an accidental psycho killer, Ric." Meredith: "Do you have any tact AT ALL?" Alaric: *lol face*
I will have to vote for the Mikaelson family as the best of the re-occurring characters of the vampire diaries. As a family they created one of the best storylines for the Vampire Diaries, instead of individually. IMO.
Klaus, Rebekah & Kol were the Originals I liked the best. We never got much of Finn and Elijah is my least favorite Original.
Outside of the Original Family I really liked Anna the best. I think Kai is really entertaining to watch, but he's been pretty one-note up until recently and I don't know if I'm going to like the new Kai.

It's probably that because she was such a minor character, she was portrayed idealistically. It's easy to have a vision of a 'perfect Lexi'.

That was what I voted too but was tempted to switch Lexi for Haley (Other since she was left out).
