    I think it was the shape shifter who escaped Eddie, turned into him and killed the cops. I assume Eddie will come as soon as the shapeshifter kills the camera.

    No I think Eddie is chasing the shifter and gets out run and at the end turns into him.

    Not really sure but this is how I got it.
