They did a HUGE photoshoot of Barry Allen before he appeared, so I think they're trying to publicize it as much as possible every time a major character/team from the DC universe like The Flash or Suicide Squad appears.
Yeah, but someone who is such an anti-government radical that he blows up buildings and murders innocent people just to send a "Fuck The System" message would rather rot in jail than work off his sentence by helping the government. It's unrealistic unless they put a different spin on Shrapnel's motivations.

I find is fascinating that they took the time to do promo shoots for guest characters/stars. I hope this episode is good.
