Loved Joe Gilgun in this, a cross between the Artful Dodger and Fagin! I liked this episode more than the opener, part of me can't help thinking that this would have been better as episode 1 tbh.
I haven't watched this yet (I will in a few hours), but I did feel that the first episode did not build like a more traditional pilot. Yes the first half was intense, but then it sputtered a bit and did not have the huge table-setter moment that many serialized pilots do.
Not sure if that is what would make this a better pilot like you're thinking.... but if it builds and has that moment that grabs you and makes you want more.... Well, then I agree already before even watching! XD
I think maybe because it highlighted the skills of Joe Gilgun and MyAnna Burning so nicely. Maybe it was that this episode got deeper into each of the characters? Maybe it was the fact it felt fresh being that it was not "ripper related? Maybe it was all of the above?
I still am adjusting to a "Ripper" series that is not a serialized hunt for one killer honestly.... However, this episode did fully win me over to the series no matter its format.

It seems to me a cross between Deadwood and Justified - which is pretty good company IMO.
