They crank up the volume too high in an attempt to create a false sense of tension where there is none. It's awkward and distracting. There are many other shows guilty of doing the same thing.
I find they do that with most shows.it drives me crazy! I know a law was past about this but i have no idea when it is suppose to go into effect.They also have make tvs now that is suppose to control this.
I think that FCC rule was about the discrepancy between the volume of a TV show and the volume of the commercials during the breaks. In an attempt to get their ads noticed, some companies were cranking up the volume on their commercials.

NCIS needs to dial down the musical score a little.
