What right does Bill has to arrest or harm humans (Antonia)? He has some human body guards, or pseudo army...There are human authorities to deal with Marnie, she is human not some vampire in his kingdom! The way he behaves pisses me off, it all started because he sent Eric to Marnie's place and he wanted to harm her.
Antonia is my favourite True Blood big bad, because really she isn't bad at all you totally get her actions (and that of the other witches and Tara). Also totally Buffy vibe at the end of the trailer.....Antonia the Vampire Slayer.
I bet if Eric were in his position and was making the same decisions, everyone would be fine with it. Besides, what is Bill going to tell the "human authorities"? "Oh, there's a human who can force vampires into the sun and I'm calling to tattle on her!". Seriously, do you suggest he does nothing and let all vampires meet the sun? What a wonderful show it would be after that.
WTF? He didn't want to harm Marnie, he's not even aloud to harm humans at all. Bill didn't even harm her after detaining her - this AFTER she messed with Eric and Pam. Bill seems to the most aware out of any them of cause and effect. Eric scared the hell out of Marnie's circle when he bit her so of course they jacked up his memory. Pam scared the hell out of Marnie again later on, so of course Pam got that nasty rotting disease. Cause/Effect.
What he is aloud to do is protect the vampires in his kingdom and not advertising how weak they all are to necromancy to "human authorities" was a smart move. Human's likely wouldn't have lifted a finger to arrest her and the knowledge of their weakness would be out there for others to exploit.
Fact is, this wasn't a war till Marnie got fully taken over by Antonia and Antonia herself declared it. Are her reasonings wrong? Well no, can't say they are. If I had suffered as she did I'd probably feel the same. Bill even says as much to Jessica while they are bound in silver and that's what makes it interesting.
