A prototype radar system is stolen out of the hands of NCIS. Meanwhile, a man is murdered while NCIS is taping surveillance footage for another case. The team investigate if and how the cases are connected. Tony is enamored with a homicide cop.

Gibbs and the team investigate the death of a dog handler from the Navy. McGee is attacked by a dog and has a few wounds to prove it. Abby gets attached to one of the dogs.
