Because so many people hated the fourth season, so using a "gas leak" to explain away the crappiness of that season is funny. People like it 'cause it's a subtle jab at the people who took over the show from Harmon and messed with it. (I personally didn't hate the fourth season myself-it wasn't perfect by any means, but I thought there were some good moments and episodes. But a lot of people couldn't stand it, so they just like any chance to mock it. *Shrugs*)
But see, I don't understand this logic since Season 4 really didn't mess with the show. It restored the characters to their Seasons 1 and 2 selves and continued on with the plot lines that were set up in Season 3 that had to be continued in a Season 4.
Sure, I totally understand people being disappointed with the season, but I don't understand how fixing the characters that Season 3 hurt and continuing the show in the only way that made sense (as opposed to just ignoring all those plot lines that had to be resolved) makes sense as something that a gas leak can be blamed for. Was there a gas leak going on all throughout Seasons 1-3 also, and they just only noticed it after Season 4?
It's just an extremely poorly constructed joke that only seems to come off as petty to me.
Heh, your take on the way the characters were portrayed in season 4 is quite a minority view, at least from what I've seen online. Most people felt the group was out of character in many ways that season, which is part of why they like the "gas leak" thing, as they think it explains the characters not acting like themselves. I personally have no major opinion on the characterization aspect of things one way or another-characters change on TV all the time, and what's out of character to one person isn't to another, so I don't get too bugged about that part of things. But I definitely agree with you on continuing on with some of the plot lines they'd started in previous seasons. One may not like how they were handled, but the fact remains that they did try and carry them forward in some form or another-if they'd been dropped, people would've complained about that, too, I imagine. I also agree that the gas leak thing is kind of a petty shot-it's fine to not like what the new showrunners had done that season, sure. But they came into a very difficult, unusual situation (which the original showrunner didn't exactly help tame) and did the best they could with it, and the show still managed to gain another season despite season 4 being so horrible in many people's eyes, so something clearly went right somewhere. Bottom line is, season 4 happened. It's over. Harmon's back. People can move on now. But fandom being what it is, some people get a little intense over that stuff, unfortunately.

Glad that they seemed to include a lot of Troy, and quite a few clips related to the Jeff/Annie relationship. Good omens for the new season!
