Nope, it's not. His right hand is visible behind the empty sleeve, but he's cradling the arm as though it's the injured one, so I think the photo was shot from a different angle than we'll see in the show. Either that, or his right hand will be "erased" by the special effects folks for the episode.
If Jaime and by extension Brienne are back in Kings landing then erm it kind of changes a major plotline from book 4 like they shouldn't be back this early before certain events happen and I wonder what this would mean for Brienne's storyline.

I agree bring jaime back so soon really bothers me. It screw up briennes whole story if shes with him and ruins jaimes whole road to redemption. I doubt it but it would be really good if it was dream, in the book he has his nightmares in this time, hopefully its just that.
Exactly what I was thinking: if this really is King's Landing then Jaime came back two weddings before he should've had, which changes at least several plots from the books.
