It's romantic for them, especially Barney. It's how they bonded the first time they ever met and he remembered. That's why it's romantic when it'd normally be gross for any other couple.
Sorry to go all Ted Mosby on you but, Robin and Barney didn't smoke cigars when they first met. They smoked cigars the first time they hung out alone together. Barney agreed to let Robin be his wingman. They spent the night doing all the things Ted had refused to do with Barney. This happened half way through season one.
And so is that couples pretentious and condescending attitude. If I were in Barney and Robin's position, I would have lit it just to spite them for being snide.
