    They could retool the show for it to work in DC, but without a few key characters. But it would be a little far-fetched and really risky.

    Andrew Marlowe has said in an interview that the writers have a lot of fun things planned for secondary cast so rest assured they are not leaving.

    Never doubted it. Technically, it could be possible to make a show work outside NY, but they have no reason to.
