    At various times in the comics Banner has been held in custody by SHIELD and has worked for them (sometimes reluctantly) as well.

    Yeah i get that, but from what i understand we will see only the agents not the Avengers in this tv series. Maybe different characters from Marvel Universe, but as far as i know no one from the Avengers will be back not at least for the first episode.

    Abomination. S.H.I.E.L.D. does have own cleanup-group, detectives, spy network and an army. It`s more than just an law enforcement. Dealing with events like this is what S.H.I.E.L.D. does.
