For giving six hundred thousand dollars to Ted Beneke, the guy who she commits adultery with. Nothing big really, it was more so to show how crazy Walt is getting. He thinks Skyler was scared because she gave away his money and he wants to let her know that its ok and that she doesn't need to be scared but he ends up coming of like a psycho.
By "forgiving" her, he might make her feel like she is the one who *beep* up (literally and figuratively) and should be sorry for her actions (giving the money to Ted and sleeping with him). Heisenberg is taking control of Skyler's man and that's a way to demonstrate his power (like "Because I said so" or "We're done when I say we're done"). Look at her trembling ;). Chilling.
