    Most likely after she gets the White Haired Man to go on a chase for that evidence. It all just smells of a plan, with the axe scene being just before the conclusion of it :)

    After, I think, because in the axe scene, the white haired man tried to stab Emily with the scalpel, and he's just taking it out of his "kit" in this scene.
