Honestly County sounds a lot more interesting to me too. I'm not all that interested in the split personality shows like this one. Maybe County will get a midseason order in case some of their other shows fail (doubtful, but we'll see).
Could very well be. Management might be thinking that if one medical drama failed they all might be risky, so they're wary of taking another chance. I personally think like many people on here that a shows success or failure is based primarily on execution.
Some ideas just don't appeal to the general public (as I believe will be the case with Do No Harm-unless they execute it perfectly), but if you take a show like County and it has great writing, acting, and is filmed right you can have a major hit. Unfortunately many shows that don't make it past the first fail because something in the execution is off.
I think that's something that most network executives don't understand. They might understand all the Nielsen Numbers and business aspects, but I don't think that they have a true understanding of the shows audiences or appreciation of what they're actually putting on TV.
