Then SNP and Fringe both have 0.4 but shouldn't the fact that Fringe has more viewers automatically put its 18-49 rating higher too?
No, the 2 ratings are totally different the 18-49 is how many people aged 18-49 watched. The other number is the total viewers

No, what if everyone who watched it was 60. then the 18-49 numbers would be 0
