    Why would the asst. Director of NCIS take such a pointed (and seemingly antagonistic) interest in in the undercover LA division when Hetty and the team's relationship with Director Vance seems to be in good standing?  Realistically, one call to Vance would put an end to this guy's meddling if he was getting in the way.

     Maybe he was sent by the head of Sec Nav himself,and maybe the two shows will overlap again.That is the only thing i can come up with that makes a little sense. I haven't read any other opinion that explains it.Don't you think that would be Hetty's first call,i can't see her not calling Vance,they always have each others back,especially in bad situations.
