Wow, what a terrible selection.

I'd vote for Mad Men for the first 3 (Jon Hamm, January Jones), but only because the selection is so atrocious.

I'd vote for The Office, because I think the idea that people think Tina Fey is intelligent for creating a comedy series in which a majority of the characters play themselves is insane. (Have you ever seen Tracy Morgan give an interview? Is there any discernible difference between him and Tracy Jordan, the character?)

Best Performance in a comedy by a female - None. I would write in the girl from Its Always Sunny.

I'd vote for Steve Carrell.

I'd vote for NPH. That's it. Supporting actress should have gone to Anne Dudek from House - She was brilliant in the last few episodes last season.
